Ukrainian Ambassador Oksana Markarova gifted a brooch to U.S. First Lady Jill Biden, sparking controversy after questions arose about its estimated value.
A recent story of a modest gift has escalated into a debate that touches on ethical, diplomatic, and political issues, according to the New York Post.
During the 2023 State of the Union address, hosted by President Joe Biden and First Lady Jill Biden, Ambassador Markarova presented Jill Biden with a distinctive brooch. Initially, White House disclosure forms reported the accessory's value at over $14,000.
Ambassador Markarova contradicted the White House's high valuation, stating that the brooch cost less than $1. She explained that it was made from the remains of Russian missiles, incorporating materials like titanium dioxide and bronze.
Stanislav Drokin, a Ukrainian artist based in Kharkiv, designed the brooch. Kharkiv, a city often targeted by attacks, inspired the creation. Despite the simple materials, Drokin aimed to convey resilience and transformation from aggression through the brooch's artistic value and symbolic significance.
Markarova highlighted the deep meaning behind the brooch, emphasizing the transformation of Russian aggression and Ukrainian sorrow into enduring resilience. "The value of materials is less than 1 dollar," Markarova noted. "The meaning of this brooch, which turns Russian aggression and our Ukrainian pain into resilience and creation, has no limits."

U.S. ethics policies required the brooch to be retained for official use in the East Wing of the White House. This retention is standard for high-value gifts, preventing any ethical violations from personal use.
Additionally, the gift registry included a note stating that not accepting such a gift would "cause embarrassment to the donor and U.S. Government," highlighting the diplomatic sensitivity surrounding such exchanges.
The controversy surrounding the brooch overlaps with other political tensions involving Ambassador Markarova. Top congressional Republicans have criticized her for organizing a visit by Ukrainian President Volodymyr Zelensky to a Pennsylvania ammunition plant.
This visit, which took place during a politically sensitive period, House Speaker Mike Johnson labeled as a partisan move intended to aid the Democrats, just as massive U.S. support for Ukraine continues amidst the ongoing conflict. Johnson called the incident "clearly election interference," arguing that it damaged bipartisan trust in Markarova’s diplomatic capabilities.
