To address the growing safety threat, Romanian lawmakers last year approved a measure to double the annual culling quota for brown bears. The decision increased the maximum number of permitted kills to 481 per year, targeting animals deemed dangerously accustomed to human presence. The victim was still on the phone with dispatchers when the bear attacked, while her boyfriend could be heard shouting that she had been taken by the animal. “Everything happened live,” Banu recalled of the disturbing moment.

Authorities noted that more coordinated efforts between law enforcement, wildlife agencies, and local governments are essential. Without a stronger reaction, similar tragedies may continue in a country where wild predators and people increasingly share the same terrain. In mountain regions visited frequently by nature lovers and thrill-seekers, the risks have grown significantly.

Several nature advocacy groups have urged Romania to adopt a balanced approach that includes population control, habitat conservation, and public education. Experts say long-term solutions must address not only bear behavior but also the systemic factors drawing bears into human-dominated spaces.
